Job Description:

This is a Contract Specialist, GS-1102-12 position with the USACE Tulsa District, Contracting Division. This position is with the Oversight Branch which is located in Tulsa, OK.

Job Responsibilities:

  • Analyzes proposals in negotiated procurements for compliance.
  • Conducts pre-award survey to determine responsibility of prospective contractor.
  • Manages assigned contracts to ensure timely receipt of all contractual data specified.
  • Responsible for contract administration functions following contract award throughout the life of the contract.
  • Serves as lead negotiator on modifications to existing contracts.

Job Requirements:

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Proof of vaccination will be required. To ensure compliance with this mandate, review the vaccination requirements, to include timelines for receiving required doses, at the following:
  • Financial Disclosure Statement (OGE-450) is required upon entry and annually.
  • If selected, the agency will provide information regarding what documentation is needed and how to request any legally required exceptions from this requirement.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 before entrance on duty, subject to exceptions as required by law.
  • Obtain and Maintain Contracting Officer’s Warrant within 12 months of assignment/appointment.
  • Obtain and Maintain Defense Acquisition Workforce Improvement Act (DAWIA) level III certification within 24 months of assignment/appointment.
  • Business travel is required up to 20% of the time.
