Job Responsibilities:

  • Perform complex budget development, formulation and/or execution functions for substantive HHS programs or administrative budget areas.
  • Develop cost-benefit analysis of proposed budgetary and program actions and advises agency officials and program managers of most advantageous courses of action.
  • Provide expert advice and recommendations for budgetary actions. Formulates budget estimates for multi-year programs.
  • Work with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets.
  • Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins.

Qualifications & Experience:

  • Applicants must have one year of specialized experience at or equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
  • Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing budget development; formulating and/or executing functions for administrative budget areas; reviewing, analyzing, and interpreting existing legislation; and providing recommendations for resolving budgetary problems.
