Job Description:

This position has a primary focus to coordinate activities related to the planning, administration and delivery of homeowner and homebuyer lending and development programs to meet the City Strategic Priorities and HRA goals and objectives. Projects could be under the administration of the HRA or the City itself.

Job Responsibilities:

  • Prepare written and oral reports, program descriptions, recommendations for action and other communications to the Housing and Redevelopment Authority Board, City Council and public
  • Manage home ownership and purchase/rehab programs
  • Prepare comprehensive grant and loan applications to support housing and redevelopment program activities
  • Coordinate activities for housing development/redevelopment programs
  • Coordinate removal of blighted structures and market land for redevelopment activities of the HRA
  • Administer rent and homeownership assistance programs. Specifically, Housing Choice Voucher (Section 8), and locally sponsored down payment programs
  • Communicate program requirements to applicants and participants
  • Coordinate population specific initiatives, programs and/or funding
  • Develop and maintain professional working relationships with a wide variety of community, public and private organizations
  • Administer loan and grant programs including rehabilitation loan program, emergency loan programs and specialized housing loan programs
  • Perform Housing Quality Standards (HQS) inspections
  • Maintain and expand housing program knowledge and skills, including understanding of local, state and federal rules and regulations
  • Conduct studies and prepare reports related to activities, initiatives, and programs
  • Administer property management functions for HRA owned rental property
  • Maintain program accounting and reporting; both for internal and external stakeholder requirements
  • Inform and assist in the preparation of the HRA budget

Job Requirements:

  • Ability to maintain effective work relationships with supervisors, coworkers, program recipients, property owners/managers, contractors, and other agencies
  • Ability to present simple and complex information in a public setting and provide technical knowledge of the topic matter
  • Ability to coordinate multiple projects at the same time and the ability to prioritize, plan, and organize work to ensure completion of multiple work components within a specific structured and/or limited timeframe involving overlapping and complex deadlines
  • Maintains skills necessary for the performance of job duties, including the use of computers and software used by the HRA
  • Ability to ensure programs meet goals and objectives of the HRA
  • Obtain and maintain any needed certifications and training necessary for the duties assigned
  • Highly polished written and oral communication and interpersonal skills with people of diverse cultural, economic and/or ethnic backgrounds
  • Ability to adhere and comply with confidentiality and data practices

Job Qualification:

  • Bachelor’s Degree in housing, urban planning, construction management, architecture, economics, public administration, business administration, real estate, or a related field
  • Experience in concept, design, administration and marketing of community-based programs
  • Certified Housing Choice Voucher Specialist
  • Experience in the acquisition and disposition of real estate
  • Experience in the use of real estate, project or property management software (i.e., LP or DU Underwriting, Yardi, Emphasis, Visual Homes, or related/similar software)
  • Experience in drafting, negotiating, and administering development contracts and/or funding grants
  • Experience in delivery of single-family rehabilitation loans, including underwriting, home inspections and scope of work specifications; or two years of experience in building inspection, construction, lending, or real estate
  • Experience coordinating the maintenance and capital improvements of rental housing units
  • One year experience in conducting Section 8 Housing Quality Standards (HQS) Inspections
  • Loan origination and/or underwriting experience
