Job Description:

Oversees the planning and development of capital and maintenance projects for water and wastewater treatment systems, including the design of upgrades for water and wastewater treatment plants components and systems. Assists in the development and maintenance of plant and distribution SCADA systems, PLCs, and process control and monitoring instrumentation. Conducts periodic review of distribution, collection and treatment operations and makes recommendations for improvements. Reviews professional engineering design documents prepared by private sector consultants related to system expansion ensuring compatibility with existing and future systems. Prepares bidding documents, reviews bids received, and recommends approval for contract award. Manages the construction of water, wastewater and stormwater systems projects including technical assistance, approval of change orders, and approval of invoices for payment. Assists legal counsel and consultants with preparation of contracts and agreements, various reports, affidavits, and legal documents concerning Utilities Department capital and maintenance projects. Assists in preparing the annual Capital Projects budget. Interacts with public and private sector regarding departmental capital and maintenance projects including public meetings and presentations. Works cooperatively with other City departments to ensure efficient communication, coordination and completion of department projects while providing minimum disruption to the general public. Takes all reasonable steps to maintain a safe work environment.

Job Requirements:

  • Minimum knowledge equivalent to a BS Degree in Engineering, Engineering Technology, or related field.
  •  Thorough knowledge of the principles, practices and techniques of water and wastewater or industrial engineering, construction, and maintenance. Ability to effectively supervise, direct, and evaluate the work of others.
  • Ability to maintain accurate records and prepare factual reports.
  • Ability to effectively manage projects and the staff and consultants working on projects.
  • Thorough knowledge of computer and related equipment for water and wastewater network and treatment calculations, word processing, creating and maintaining complex spreadsheets, data base management, GIS, computer-aided drafting and other software relevant to the functions of the position.
  • Thorough knowledge of principles and practices in the planning and development of budgetary requests, and proven ability to track and administer project budgets after approval.

Qualification & Experience:

  • Three years’ work experience related to the design, coordination and implementation of major capital and maintenance projects in water and wastewater treatment collection, treatment and distribution systems, or similar industrial processes preferred.
