Job Description:

Under the direction of the Co-Administrator, coordinates human resource and related functions for the Village while working closely with the Finance Director and Village Attorney.

Job Responsibilities:

  • Maintains and updates Village’s I-9 system
  • Assists employees with benefit questions and problems including the appeal process for denied benefits
  • Assists with Union contract negotiations including the provision of various scenario analyses as needed
  • Identifies and conducts pre- and post- employment testing vendors as requested
  • Interviews and pre-screen employment applicants as requested
  • Periodically audits insurance records to ascertain accuracy of eligibility
  • Provides assistance to the Village Attorney on matters relating to worker’s compensation and liability litigation
  • Acts as liaison between employee and management when appropriate
  • Responsible for compiling reports and working with accounts receivable on the monthly billing process to collect insurance premiums from retirees and other entities, as well as employees who may be invoices while on leave
  • Performs duties related to risk management including processing, investigating and follow-up of claims for the insurance carriers, administrators and brokers
  • Responds to FOIAs and subpoenas to human resources and Village employees
  • Administers the Village’s employee benefit programs including wellness, medical, life, COBRA, short and long term disability, voluntary, workers compensation, liability, and property, 457 and 125 plans
  • Conducts and completes human resource related surveys
  • Processes and maintains employee roster in Village payroll software system
  • Coordinates the administration of retirement (IMRF, Police & Fire Pension, and severance) for Village employees
  • Communicates benefit information to Village employees

Job Requirements:

  • Handle confidential and highly sensitive documents expertly and legally
  • Understand and respond quickly and accurately to written and oral directions, instructions, inquiries and requests
  • Work independently and effectively within the confines of standard operating procedures
  • Understand, interpret and apply applicable Federal, State, and local statutes, ordinances, laws, rules, regulations, and policies
  • Express oneself clearly and concisely, orally and in writing with competency to adjust to audience needs
  • Maintain confidentiality in the performance of duties

Job Qualification:

  • Associate or Bachelor’s Degree in Human Resources, Accounting, Business and/or related fields such as Public or Business Administration, Organizational Management or significant equivalent experience. Bachelor’s Degree Preferred.
  • Three to Five years of experience in Human Resources functions.
  • Excellent proficiency in MS Office: Word and Excel required. Access and Power Point desired.
  • Considerable knowledge of Human Resources practices and laws.
