Job Description:
This position serves as a liaison for the City of Columbia to coordinate and strengthen partnerships between agencies and organizations that work on homelessness issues and provide direct services to the community. Performs related professional and administrative work as required.
Job Responsibilities:
- Serves as the liaison between Law Enforcement and the homeless;
- May serve on boards, commissions and committees representing the City in various homelessness projects and initiatives;
- Develops qualitative and quantitative measures to monitor and ensure program and project compliance;
- Maintains list of organizations, in the City and surrounding areas, offering services to people experiencing homelessness and distributes it to assist with coordinating the community’s response to homelessness;
- Ensures accuracy of reports utilized by Law Enforcement and other City departments, and provides updates when necessary;
- Builds strong relationships with City officials, departments and the homeless community, including government agencies, schools, labor organizations, non-profits, and businesses, regarding issues of homelessness; make recommendations for affordable housing;
- Assists Law Enforcement on the scene of homeless encampments;
- Make presentations to City Council and other business entities regarding homelessness; facilitate and represent the City at meetings with members of the business communities and the public;
- Works with the Grants Coordinator on research for and preparation of grant funding applications and proposals;
- Research existing evidence based on homeless programs and report on successful practices and measurable outcomes obtained;
- Actively seeks and identifies unsheltered individuals and families within the community and respond to community requests for street outreach intervention, potentially entering encampments;
- Works with the Emergency Telecommunications Department to communicate and disseminate information to service providers and the availability of municipal and state services for homeless clients in extreme weather conditions;
- Provides leadership and serve as a subject matter expert on homelessness matters, providing advice to other City departments and agencies;
- Conducts outreach activities within the community by connecting citizens to services designed to increase skills and income so they can gain and/or maintain stable housing;
- Develops, recommends, coordinates and implements an annual work plan and provisions of the homeless services in the City of Columbia with other private and public sector agencies; identify and implement strategic planning and programmatic framework to achieve homelessness goals;
- Researches, analyzes, interprets and prepares studies and reports on a variety of data related to homelessness; provide written analysis, evaluation and recommendations regarding homelessness programs and proposals;
Job Requirements:
- Knowledge of personal computer equipment with skill in the use of Microsoft Office, utilizing Outlook, word processing, presentation, database and spreadsheet software programs;
- Knowledge of the city ordinances, laws, standards and regulations pertaining to the duties and responsibilities of the position;
- Ability to demonstrate a high level of conflict resolution, emotional intelligence and active listening skills;
- Ability to develop, cultivate and nurture collaborative partnerships;
- Ability to demonstrate excellent customer service with the utmost integrity to all internal and external customers while keeping the best interest of the public at the heart of all exchanges;
- Knowledge of law enforcement practices and policies;
- Knowledge of the geography of the City of Columbia and surrounding areas;
- Ability to express ideas clearly and concisely both orally and in writing with excellent organizational and interpersonal skills;
- Ability to speak informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; present training; compose original reports, and other written materials using proper language, punctuation, grammar and style;
- Ability to work independently without the need of direct supervision;
- Knowledge of the methods, procedures and policies of the City as they pertain to the performance duties of the Homeless Services Coordinator;
