Job Description:

The CIP Manager/Assistant City Engineer position oversees and manages the Engineering and Inspection related functions of Public Works including Capital Improvement Projects, NPDES, and DWP District Engineering.

Job Responsibilities:

  • Develop operating and capital outlay budgets and monitor actual expenditures in conformance with goals and objectives. Manage the development and administration of the annual budget and capital improvement budgets for the division; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approves expenditures; direct and implements adjustments. Manage grant administration for CIP projects.
  • Conduct CIP planning activities; provide oversight and input into the conceptual design of engineering projects; investigate and resolve problems with scope of work or cost issues of major facility upgrade and replacement projects.
    3. Resolve work problems and interpret departmental policies to subordinates, other departments, and the public. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; coach employees on performance issues; respond to staff questions and concerns; create employee development programs; recommend staffing and compensation levels; and recommend and implement disciplinary actions.
  • Collaborate with other City departments, agencies, committees, community groups, and public officials to coordinate and implement various projects and programs; and organize and serve on departmental committees and task forces. Serve as a liaison for the department to other City departments, divisions, elected officials, outside agencies, and the public; attend meetings in various locations; provide staff support to commissions, committees, and task forces; participates in community events and workshops that provide public information regarding departmental programs, projects, and services; explain and interpret departmental programs, policies, and activities.
  • As CIP Manager/Assistant City Engineer, direct and participate in the design of systems and facilities; oversee construction activities; compile estimates, contract provisions, and specifications; approve drawings, plans and specifications prepared for every public project.
  • Analyze civil engineering plan design, specifications, and consultant and staff intergovernmental standards and regulations; recommend approval or additional engineering conditions and changes. Review and approve plans and specifications for Capital Improvement Program (CIP); tract and parcel maps, lot line adjustments, and legal reviews; controversial encroachment permits; and other engineering and design documents.
  • Manage, write, implement, and evaluate the effectiveness of operating plans and policies and procedures; participate in the development and implementation of goals, objectives, policies, and priorities for the assigned division; interpret, modify, and introduce new policies and practices/procedures as needed; and recommend changes in City ordinances as required.
  • Prepare, review, and complete various reports, including City Council agenda reports, employee performance reviews and division related documentation and correspondence. Coordinate the development of and recommends approval of City Council agenda reports.
  • Plan, organize, and manage all Engineering activities of the Public Works Department; supervise, coordinate, and review all Public Works engineering activities; determine scope of projects; review plans of private contractors; make technical engineering decisions; and establish technical criteria and standards.
  • Work with engineering staff, contractors, architects, and consultants to evaluate, negotiate, and resolve construction, engineering, and compliance issues; and advise the Director, City Manager, and City Council, when appropriate, regarding engineering and other department issues. Direct and supervise City staff and consultant engineers.

Job Requirements:

  • While performing the duties of this class, the employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to finger, handle, and feel objects or standard office equipment; and reach with hands and arms. The employee is frequently required to stand and walk to coordinate field construction and inspection work. The position occasionally lifts and carries records and documents weighing less than 20 pounds.

Qualification & Experience:

  • Theories, administrative principles, operational needs, and practices including goal setting, program development, implementation, and evaluation, and supervision of public works engineering and project management; applicable federal, state and local laws, codes and regulations governing the administration of public works functions and activities; principles and practices of investigation, design, construction management and public administration; civil engineering design standards and practices; budgeting and purchasing practices; principles and practices of management and supervision; recent developments, current literature, and sources of information regarding civil engineering; and knowledge of regional and local transportation issues, as well as, grant opportunities and funding mechanisms for improved infrastructure. Principles and practices of employee supervision, including work planning, assignment review and evaluation, and the training of staff in work procedures. Methods, procedures, and techniques for the development of presentations, contract negotiations and management, business correspondence.
