Job Description:
SDOT’s Street Use division is seeking a Permit Specialist (under the City classification specification of Civil Engineer Specialist, Assistant 1). Street Use is a division of SDOT dedicated to permitting activities in the right-of-way (ROW). Street Use issues approximately 20,000 permits per year, mostly over the counter or through the on-line permitting system. This position is responsible for staffing the Street Use permit counter, answering questions from the general public, reviewing site plans, coordinating construction projects in the right-of-way, and issuing Street Use permits. The position requires daily contact with contractors, customers, and residents who need sidewalk restoration, staging, dumpster, and/or utility permits, as well as the ability to triage questions regarding major street improvement and Utility Major projects. This position will also provide customer triage, application screening, application intake, technical coaching and some permit simple review and issuance. In addition, this position will answer phone calls, troubleshoot billing questions, problems solve permit discrepancies and assist with other duties as assigned. This position reports to the Permit Services Supervisor.
Job Responsibilities:
- Provide quality controls at permit intake, payment processing, and permit dissemination.
- Assist team with identifying staff development/training needs; recommend training activities; support leads in familiarizing personnel with new service models as it relates to policies and procedures to maintain consistency and increase staff knowledge.
- Work with staff in the creation and management of permit related files and electronic documentation in the permit database.
- Support department goals in promoting diversity and social justice.
- Perform Right-of-Way permitting.
- Ensure utility and other permits/plans are routed and reviewed appropriately and issued according to strict timelines.
- Review and issue permits for construction/utility related activity in the Right-of-Way.
- Provide technical support and assistance to staff, applicants, and other departments on procedural information, submittal requirements, code interpretations, and solutions to successful application intake and permit issuance.
Job Requirements:
- Computer proficiency using Outlook, Word, Excel, Access, Accela, GIS; and knowledge of databases and their application and use in a work environment.
- Demonstrated ability to read, interpret, and articulate applicable codes, ordinances, and rules and regulations.
- Ability to negotiate, mediate, and facilitate issues to positive conclusion within various atmospheres.
- Flexibility to changing work assignments and responding to requests inside and outside of the division.
- Excellent written and oral communication skills.
Job Qualification:
- Requires an Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology, OR two (2) years of experience performing civil engineering work (a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
- Current Washington State driver’s license or evidence of equivalent mobility.
- One (1) year of experience in regulatory or permitting activities in a complex governmental and urban environment.
- Previous project management experience.
