Job Description:

This position is in Region 5, Superfund & Emergency Management Division, Emergency Response Branch 1, Chemical Emergency Preparedness & Prevention Section.  If selected, you must work at the location stated in this announcement.

Job Responsibilities:

  • Provide technical advice and information on significant analytical methods, sampling techniques, etc., related to specific program areas, functions, or activities.
  • Conduct inspections and investigations of Clean Water Act (CWA) 311-regulated oil storage facilities for compliance with the CWA’s Spill Prevention, Control and Countermeasure regulations and other federal requirements.
  • Plan, conduct and/or provide regulatory technical assistance to complex facility inspections and audits.
  • You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
  • Serve as a technical resource in the development, negotiation and litigation of both civil and criminal enforcement matters.

Qualification & Experience:

  • To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as conducting site inspections under a national environmental law;
  • Participating in enforcement activities and recommending enforcement actions based upon inspection findings- OR Ph.D.
  • Equivalent doctoral degree; or 3 full years progressively higher level graduate education leading to such a degree in the academic discipline as described below
