Job Description:
The purpose of the Infrastructure Division is to manage the whole life cycle (planning, design, construction, commissioning, assessment of condition, modifying, replacing and decommissioning/disposal) of physical and infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best management practices. In addition to the responsibilities related to physical assets, the Infrastructure Division manages the HAS portfolio of energy producing assets and resources, with a focused goal to improve reliability, resilience, sustainability, and cost effectiveness. Overall, the Infrastructure Division’s mission is to maintain and extend the effective life cycle of HAS’s physical assets and replace them when it is no longer financially feasible to extend the life of these assets or they no longer support required Airport mission requirements.
Job Responsibilities:
- Plans, organizes and directs the professional, administrative and technical activities and personnel of the Pollution Control Program.
- Evaluates new local, state, regional and federal laws, regulations and standards to ensure that pollution program policies, plans and procedures meet criteria established by such laws and regulations.
- Represents department in various planning activities to ensure compliance with pollution control laws.
- Plans, develops and implements evidence-gathering systems to ensure quality of the environment.
- Evaluates the effectiveness of the Pollution Control Program.
- Directs the planning, designing and implementation of work function systems and research programs.
- Provides information concerning bureau policy and activities to the public, news media, other City departments, state and federal agencies.
- Plans and supervises the program’s budgetary preparation and management
Job Requirements:
- Demonstrated experience and knowledge of current aviation industry guidelines and regulations pertaining to airports as well as National Environmental Policy Act (NEPA) guidelines/regulations. Working knowledge in Airport Operators operations as well as FAA grant funding.
- Over ten (10) years of increasingly responsible experience in industrial and/or facilities environmental management or compliance administration at a large industrial campus, and directly managing team members. Manage, motivate, and evaluate the work of subordinates.
- Demonstrated experience in effective team building, facilitation, and collaboration with internal and external stakeholders.
- Demonstrated experience in environmental review process for major capital projects, as well interfacing with airport master planning (Advisory Circular 150/5070), and well as interface on regional drainage master planning.
- Demonstrated experience in developing, reviewing, and submittals of environmental documents to regulators including environmental emergency response management of; Inspection of waste water and grease trap interceptors, Sump pit inspections and maintenance and gas permit reviews, Inspection and inventory of fuel, fuel delivery, water test levels, site audits, site specific environmental plans, Sustainable sourcing of materials and waste reduction.
- Demonstrated experience in multi-year local, state and federal agencies regulations that monitor environmental performance, MSGP – multi sector general permits, SWPPP – stormwater pollution prevention plans, MS4 – municipal separate storm sewer systems.
