Job Description:

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Environmental Strike Force (ESF) Environmental Analyst IV (EA IV). This position is assigned to the Western Regional Office (WERO) Bureau of Air & Waste (BAW) Compliance & Enforcement Section located in Springfield,

Job Responsibilities:

  • Ensure that all duties are completed in a timely and appropriate manner;
  • Other related duties as assigned.
  • Conduct multimedia inspections of facilities and locations to evaluate compliance with the Commonwealth’s Air Quality, Hazardous Waste, Industrial Wastewater,
  • Underground Storage Tanks, the Massachusetts Mercury Act and Toxic Use Reduction regulations.
  • Collect and preserve samples and evidence;
  • Prepare thorough written documentation and correspondence of enforcement actions consistent with MassDEP guidance;
  • Prepare thorough, written reports of all investigations;
  • Interview witnesses and violators to obtain facts and evidence;
  • Conduct civil enforcement actions related to the Department’s environmental regulations;
  • Coordinate with applicable agencies as needed such as the Massachusetts Attorney General’s Office and the United States Environmental Protection Agency;
  • Coordinate with staff in multiple programs and bureaus within the region;
  • Maintain required trainings and certifications as assigned;
  • Gather, analyze and evaluate information collected and maintain related records;
  • Supervise, train, and manage staff of lower grade levels, including distribution and oversight of work assignments, performance evaluation and training;
  • Investigate potential environmental crimes involving but not limited to the unlawful disposal of hazardous and solid wastes, water pollution, and air pollution;
  • Investigate potential environmental crimes involving but not limited to the filling of wetlands and other regulated resource areas, and the mismanagement of asbestos containing materials;

Job Requirements:

  • Initiative and ability to work independently while also interacting effectively in a team environment;
  • Project management and supervision experience;
  • Excellent communication skills including technical writing skills and the ability to and to perform mathematical calculations using formula to solve environmental
  • science problems and express ideas clearly and concisely;
  • Knowledge of the principles and practices of Underground Storage Tank systems operation and maintenance;
  • Knowledge and ability to utilize personal protective equipment;
  • Knowledge of the principles and practices of solid waste, hazardous waste management;
  • Knowledge of the principles and practices of wastewater management and treatment;
  • Ability to use hand tools and instruments, climb ladders, negotiate catwalks and heights, and move equipment up to 40 pounds in weight;
  • Practical experience conducting environmental investigations, including facility inspections and operate instruments and equipment used in measuring environmental conditions;
  • Ability to read and interpret documents such as chemical analysis, industrial and chemical processes, and manufacturing processes;
  • HAZWOPER 40 hour-training;
    Massachusetts Asbestos Project Monitor certification;

  • five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry,
