Job Description:
Performs the more complex technical and analytical training and development work by designing, developing, facilitating, and administering programs that include career pathway initiatives, entry-level/internship programs, strategic workforce planning, and career succession planning; takes the lead or project manager role on assigned projects/activities to provide current and relevant training programs to employees throughout the agency.
Job Responsibilities:
- Utilizes Organizational Development (OD) interventions, strategic planning, and team development to maximize the effective use of human capital and technology
- Provides technical direction and/or guidance to develop multimedia training systems for Metro Talent Development
- Writes reports, including executive summaries, status reports, and grant proposals
- Performs the more complex and sensitive work related to training and development and other related special projects, as assigned
- Designs assessment and evaluation instruments to synthesize, analyze, and research best practices for strategic planning and organizational goal setting purposes
- Coordinates, monitors, evaluates, and recommends external professional development programs, training materials, and media products, as required
- Prepares training curriculum and conducts stand-up training for departmental and Metro-wide professional development and computer classes
- Functions as an internal consultant or analyst who advises management on business process improvements and practices, workflow analysis, cycle-time, change management, and in restructuring organizational procedures and processes to eliminate duplication of work and redundancy
- Implements content updates to Metro learners across public and internal websites to ensure Talent Development offerings are current and relevant
- Attends external partners meetings and career fairs
- Plans, designs, develops, implements, and evaluates the training programs, as assigned
- Leads innovation and development of multimedia programs to deliver e-learning
- Develops and maintains comprehensive electronic databases and records related to specific education and resources; generates regular reports
- Participates in the deployment of repurposing of Talent Development activities into alternative modalities, such as DVDs (digital versatile discs), posts, webcasts, and videos
- Conducts needs assessments, including climate surveys, interviews, and focus groups
- Participates in the implementation of key branding processes to support, develop, produce, and distribute educational sessions in all modalities
- Designs and develops customized training curricula and training materials for management/staff development, organizational development, and career/workforce development programs
Job Requirements:
- Applicable local, state, and federal laws, rules, and regulations governing a public transportation agency and workforce development
- Workforce development, succession planning, and career pathways
- Applicable computer business software applications such as Microsoft Office Suite and Oracle-based software programs
- Theories, principles, and practices of organizational development, strategic planning, managing change, work force analysis, economic forecasting, trend analysis, goal-oriented management systems, and quality/performance improvement
- Modern project management theory
- Mathematics and business statistics
- Contract administration methods
- Theories and principles of business, public administration, and management
- Theories, principles, and practices of employee development and adult learning, including training needs assessment; training and development planning; development of curricula, learning objectives, and lesson plans; program design, coordination, and evaluation; career counseling; and learning technologies
- Technical advances in online e-Learning technology and related costs
Qualification & Experience:
- Five years of relevant experience designing/developing strategic planning and/or conducting training, organizational, career, or workforce development programs; some positions in this class may require specialized experience in area of assignment
- Bachelor’s Degree in Education, Business Administration, Organizational Development, or a related field; Master′s Degree in a related field preferred
