Job Description:

Performs senior-level technical planning, programming, or project support and performs a range of functions in an assigned organizational unit.

Job Responsibilities:

  • Manages project schedules, budgets, tasks, and assigned activities
  • Coordinates with other Metro departments on programs and projects
  • Schedules and coordinates meetings with Metro departments and external parties
  • Applies, develops, and implements statistical analysis procedures
  • Prepares and delivers reports, presentations, and correspondence
  • Assists in negotiations and execution of various agreements
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
  • Supports analysis, both quantitative and qualitative, of transportation projects, programs, and policies
  • Prepares specific components of scopes of work, financial plans, schedules, contracts, and agreements
  • Assists in evaluating the costs, benefits, and risks associated with various plans, programs. and projects
  • Provides technical guidance to local jurisdictions and outside agencies on Metro programs
  • Participates in meetings with Metro staff, community organizations, cities, and other public agencies
  • Conducts analyses and makes policy recommendations
  • Manages small, single-site or region-wide projects or funding programs; manages small consultant contracts or assists with the management of large contracts

Job Requirements:

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions preferred
  • Communicating effectively orally and in writing

  • Develop and maintain external relationships to ensure project success
  • Develop and execute strategies to meet project and department goals
  • Prepare comprehensive reports and correspondence
  • Read, write, speak, and understand English
  • Think and act independently
  • Represent Metro before the public
  • Be flexible, adaptable, and able to iterate as obstacles are encountered during project delivery
  • Meet tight time constraints and deadlines.

Qualification & Experience:

  • Bachelor′s Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Finance, or a related field; Master′s Degree in a related field preferred
  • Experience coordinating agency/technical workshop meetings and technical and administrative efforts including preparing and distributing meeting notices, agendas, handout material relevant to the meeting, and meeting minutes, reviewing assignments and progress, and identifying issues to be resolved
  • Experience utilizing Microsoft Office Suite (i.e. Microsoft Excel, PowerPoint), Financial Accounting systems (i.e. Oracle Financial Information System), Geographic Information Systems (i.e. ArcGIS)
  • Engineer In Training (EIT) certification
  • Understanding of applicable Caltrans project development manuals, guidelines, policies, directives, and Standard Environmental Reference (SER); and Caltrans approval process
  • Experience supporting the development of highway planning and design, environmental planning, project management and project development process, and multi-year subregional programs
