Job Description:

This position is located in the NOAA in the Policy and Oversight Division (POD) within the Acquisition and Grants Office (AGO),  a corporate staff office of the Under Secretary for Oceans and Atmosphere and Administrator, with vacancies in a Negotiable Location.

Job Responsibilities:

  • Advises contracting officers, technical personnel, program managers and contracting teams during the early phase of the acquisition development cycle by recommending ways and means of using small businesses of all socio-economic categories as cost effective alternatives to be considered for acquisition of products and services. Identifies products or services suitable for small business set-aside type contracting under Section 8(a), Woman-Owned or Economically Disadvantaged Woman-Owned, Historically Underutilized Small Business (HUBZone) or Service-Disabled.
  • Reviews and evaluates prime contractors small business subcontracting plans for compliance with Federal, DOC and NOAA policies; and provides written assessment to contracting officers. Provides policy guidance and staff assistance on reviews and provides recommendations as necessary to the NOAA management, program managers, contracting officers and SBA procurement representatives.
    Reviews proposed actions for the procurement of various major program requirements and specialized service requirements for the organization. Regularly conducts surveillance of the acquisition program by monitoring data on proposed procurements for acquisition method coding, procurement work directive requirements, specifications for standards of responsibility, basis for sole source or limited source justifications, and procurement history of products and services being purchased.
  • Serves as a senior small business advisor and performs a wide variety of program administration, policy development, and interpretation. Provides program guidance and assistance to other procurement professionals, acquisition managers, contracting officers and program managers in the interpretation of Federal, DOC and NOAA regulations, policies, and directives concerning small business program goals and objectives.
  • Serves an advisor to the NOAA Senior Bureau Procurement Official (SBPO), Heads of Contracting Organizations (HCO’s) and Field Delegates (FD’s) on Federal Acquisition Regulation (FAR), Commerce Acquisition Regulation (CAR), Commerce Acquisition Manual (CAM) and NOAA policies and procedures.
