Job Description:
Manage the Dosimetry and Radiological Measurement Group [DRMG] section of the Radiation Safety Department, Primarily supports counting laboratory operations and internal/external dosimetry operations as required by federal regulations and Pantex procedure, Assures a qualified and competent staff and technicians
Job Responsibilities:
- Assist in root cause analysis and corrective action identification and evaluates project office processes leading to recommendations for implementation of corrective actions
- Work closely with cross functional teams and departments to develop close working relationships that foster the sharing of best practices to maintain compliance
- Performs analysis of monthly EVM performance indicators
- Conducts monthly and Annual EVMS Surveillance
- Support the streamlining of processes, tools, and best practices
- Evaluate contractor Integrated Master Schedules/Integrated Master Plans (IMS/IMP) for accuracy against technical requirements and systems engineering processes
- Closely support project/program team and collaborates with other functions including project controls, contracts, procurement and central finance as necessary
- Assist with the development of Earned Value Management Systems training courses for all project/program personnel
- Provide specialized Earned Value Management (EVM) analysis and develops specialized reports using automated analytical tools as required
- Provide support to the Project Management Offices and Control Account Managers on the planning and implementation of Earned Value
- Management Systems Processes to ensure compliance across the Enterprise
- Assist with internal Earned Value Management Systems compliance reviews on projects/programs, utilizing a data driven approach to ensure the integration and synchronization of cost and schedule Earned Value Management data
- Support Earned Value Management Systems compliance reviews (Internal Baseline Reviews/Joint Surveillance Reviews) on assigned
- projects/programs with government oversight agencies
- Assesses quality and timeliness of Cost Performance Report (CPR) Deliverables
- Ensure that the EVM System Description Document is being followed
- Review EVMS reporting, and supports EVMS Compliance Department with project/program oversight, audit support, baseline development, internal integrated baseline reviews, and real-time information and analysis to PC, PMs, and CAMs
- Support EVMS policy, process, tools, training and performance assessment in accordance with ANSI EVMS 32 guidelines
- Perform Earned Value Management System (EVMS) analysis, maintenance and surveillance reporting
- Support project and program teams in the development and preparation of Earned Value Management System (EVMS) compliant project baselines and financial forecasts, estimate at complete (EAC) development
- Conduct internal training sessions
- Perform surveillance reviews on the contractor’s Earned Value Management System (EVMS)
Job Requirements:
- Strong communication skills, ability to work well with others, focus on long-term goals and provide support to other team members
- Experience in preparing for and participating in Integrated Baseline Reviews (IBR)
- Have experience preparing and maintaining EVM artifacts such as: Control Account Plans (CAP), Work Breakdown Structure (WBS),
- Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), and Work Authorization Document (WAD)
- Experience with cost & schedule integration
- Ability to interface effectively with all levels of the organization
- Prior experience in project control and/or government contracting is highly preferred
- Ability to perform financial analysis and familiar with Microsoft Office suite
- Working knowledge of Cloud EVM and Empower
- Experience working on government DOE or DOD projects developing Integrated Master Plans & Integrated Master Schedules (IMS)
- Be a certified PMI Project Management Professional (PMP)
- Knowledge of American National Standards Institute/Electronic; Industries Alliance standards 748 (ANSI EIA 748
- Basic skills with Primavera P6
- Guidelines and Intent Guide Direct experience with DI-MGMT-81650, DI-MGMT-81466(A), and DIMGMT81861 (current version)
- Knowledge of Planning & Scheduling Excellence Guide (PASEG), MIL-STD- 881 (current version), Over Target Baseline (OTB) and Over Target Schedule (OTS) Guide
- Self-starter with excellent organization and prioritization skills; and exceptional oral and written communication skills
- Must be capable of working under pressure to meet deadlines
Qualification & Experience:
- At least 10 years of hands-on Earned Value Management related experience is preferred
- Experience with budget development, variance analysis, estimates to complete, cost performance reports, and cost schedule status reports in an integrated product team environment
- Master’s degree with a minimum of three years of relevant experience
- Bachelor’s degree with a minimum of four years of relevant experience
- Twelve or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
