Job Description:

Located in the Bureau of East Asian and Pacific Affairs, Office of Regional and Security Policy (EAP/RSP). The incumbent is responsible for ensuring programmatic and financial accountability for the Bureau and linking our foreign assistance resources with our policy objectives. Responsible for coordinating with many functional bureaus.

Job Responsibilities:

  • Writes policy papers, briefing memoranda, annual planning documents/ strategies and assessments of EAP foreign assistance -funded programs.
  • Leads a team of civil servants and contractors and advises EAP Office Directors, Deputy Assistant Secretaries, and the Assistant Secretary on overall ESF, FMF, IMET and other foreign assistance and resource strategies for the EAP region.
  • Ensures that each program has an effective set of benchmarks and evaluates each program at specific intervals to monitor performance and to evaluate and analyze program effectiveness and shortcomings.
  • Advises Department senior policy-making officials in addressing critical, often sensitive, and complex, policy and resource management issues affecting the accomplishment of key national security and foreign policy objectives within the EAP region.
  • Responsible for the proper management, monitoring, and expenditure of EAP funds to ensure timely disbursement and effective program implementation.

Job Requirements:

  • Obtain/maintain eligibility to access Sensitive Compartmented Information
  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year probationary period, unless excepted by regulation.

Qualification & Experience:

  • Determining the applicability and effects of new or proposed policies or legislations.
  • Preparing statistical analysis findings and complex data tables/graphs for foreign assistance programs.
  • Planning, managing, and delivering program or project evaluations.
  • Providing authoritative, evidence-based data for decision-makers to use when determining program policies and strategies.
  • Planning, coordinating and carrying out the successive steps necessary to assign workload.
