Description of Job

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado’s young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Universal Preschool (UPK) Program team is charged with the implementation of Colorado’s new voluntary preschool program beginning in July 2023. The Manager of UPK will oversee and manage projects related to the operations of universal preschool program, establishing systems that are supportive of a quality UPK start-up and program implementation in alignment with CDEC’s mission, values and strategic objectives. The Manager will provide operational leadership, fostering trust and collaboration, such that the program delivers credible and effective service to the early childhood community.

What You’ll Be Doing

This position will coordinate projects supporting universal preschool and its related policy implementation, including the day-to-day execution, the development of a responsive enrollment system inclusive of all children, supportive of families and early childhood providers, while ensuring equitable access and will support a local coordinating organization network across the state, as well as the capacity of providers to best serve families. The Manager will support early learning and child care providers toward building capacity to serve with a focus on workforce development and expansion.

This is an exciting opportunity to be a leader as Colorado becomes the best state in the country for serving and supporting children ages birth-to-five, while supporting their whole families. This position establishes and maintains effective working relationships with internal and external stakeholders including other state agencies, in support of UPK implementation.

Specific job duties include, but are not limited to the following:

Identifies, coordinates, supports and manages technical assistance provided to UPKs, providers and families on the administration of UPK.
Collaborates across finance teams to ensure rate setting/revision, stewardship of funds;
Coordinates with the UPK team to provide technical assistance to UPK to resolve action items identified through county monitoring and quality assurance reviews;
Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
Advises the UPK Division Director and other Department leaders on necessary changes or creation of UPK program rules;
Communicates with stakeholders throughout the rulemaking process through writing, convening of meetings; or responding to inquiries regarding new rules or rule changes;
As needed, researches and writes decision items, drafting legislation, fiscal notes, policy impact analyses and testimonials, using subject matter expertise or consulting with program staff or subject matter experts to inform content and ensure accuracy;
Coordinates the reporting requirements related to UPK to the General Assembly and related bodies, as determined by state and federal statute.
Coordinates the activities of other parts of the agency, including but not limited to Information Technology, Communications, Research/Data, Finance, and Procurement, to ensure successful project implementation;
Provide feedback and coaching, write performance plans, and sign performance evaluations.
Recommend promotions and changes in pay, submit PEAT actions.
The incumbent is required to travel up to 10% of regularly to various counties throughout Colorado.

Education And Experience Requirements

Bachelor’s degree from an accredited institution in Early Childhood Education, Educational Leadership, Policy, Human Services, Business or Public Administration, or a closely related field.

And,

Five years of professional experience in an occupational field related to Project Management, and/or Child Care Program Management

Substitutions

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
