Job Description:

This position is a Supervisory Training Specialist(Branch Manager), GS- 1712-14 working in the Division of Training, Branch of Visitor Services and Outreach, located at the National Conservation Training Center in Shepherdstown, WV.

Job Responsibilities:

  • Coordinates the work of employees, contractors, and consultants in planning and conducting projects related to assigned programs. Reviews and provides feedback and direction on work products prepared by project teams or individuals. Develops annual work plans and budgets and monitors expenditures and progress in work plan implementation.
  • Performs the full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements, including curriculum managers, course leaders, and other staff.
  • Promotes and demonstrates a strong commitment to workforce diversity.
  • Identifies competencies that support program implementation and provides appropriate coaching and development for staff members.
  • Serves as a professional advisor to the Division on matters relating to conservation training curriculum design and development, training policy, and performance improvement interventions related to the topical areas covered by the Branch.
  • Defines and develops strategies and processes for organizational learning and development in support of the FWS’s mission and goals.
  • Administers the assessment, development, implementation, and evaluation of training and other performance improvement interventions to meet Service needs and is responsible for the development of a large cadre of trainers from within the Service.
  • Estimates budgetary needs of the Branch, and justifies resources such as funding, space, supplies, equipment, and personnel needs. Determines needs for special projects and studies to be carried out by subordinates, subject matter experts, contractors, consultants, or academicians.
  • Develops long- and short-range plans, sets priorities, assigns work, develops and tracks budgets, and is responsible for the quantity and quality of products and services produced and delivered by the Branch.
  • Monitors progress, evaluates results, and recommends training program changes and modifications of specific goals and objectives to keep programs in alignment with the Service’s strategic plan.

Job Requirements:

  • Probationary Period: Selectees may be required to successfully complete a probationary period.
  • Must be a U.S. Citizen or National.
  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period will be required to serve a
  • one-year supervisory/managerial probationary period for this position.
