Job Description:

Manages the corporate-wide development, implementation, and administration of talent acquisition (TA) strategies for non-bargaining Headquarters (HQ) and HQ related positions. Develops and evaluates recruitment strategies and campaigns to attract, hire, engage, and retain a diverse pool of top talent.

Job Responsibilities:

  • Develops processes related to corporate-wide talent acquisition and recruitment strategies. Plans and implements corporate-wide recruitment methods and strategies to attract diverse qualified employees for external bargaining and non-bargaining positions.
  • Manages the TA program budget by developing an annual plan, ensuring adherence to budget guidelines, and reconciling spending.
  • Evaluates and assesses TA strategies and tools to ensure organizational hiring goals and objectives are met. Reviews and evaluates key performance metrics such as cost-to-hire, time-to-hire, and return-on-investment to modify and enhance TA strategies and tools.
  • Leads the development and implementation of employer branding activities for HQ and field to leverage USPS as an employer of choice. Develops and promotes relationships with professional organizations and associations to identify and expand recruitment events, and opportunities.
  • Builds collaborative relationships and partners cross-functionally to predict talent needs and identify gaps with internal talent pools. Develops function specific TA strategies to align recruitment efforts to attract candidates with skills necessary to maintain talent pools.
  • Conducts market research on recruitment and retention trends in the government and private sector to identify best practices; develops recommendations for enhancing TA strategies and presents to leadership.
  • Manages a team of talent acquisition professionals; provides timely guidance, feedback, and mentoring to employees. Identifies, develops, and retains a diverse, high performing talent pool. Facilitates employee engagement and development, ensuring that necessary skills are developed to fulfill current or future responsibilities.
  • Reviews and evaluates workforce demographics to address hiring and recruitment barriers that may affect the representation and availability of underrepresented populations in the workforce.
  • Collaborates with Diversity, Equity, and Inclusion (DEI) to develop outreach strategies.

Job Requirements:

  • Ability to manage and execute full-life cycle recruitment process to include sourcing, screening, relationship management, requisition management, extending and negotiating salary offers.
  • Ability to create an environment of equal employment opportunity, in support of the company’s diversity, equity, and inclusion (DEI) strategy and identify barriers to diversity in applicant attracting and hiring process in accordance with affirmative action guidelines and laws.
  • Ability to communicate effectively orally and in writing with all levels of the organization to provide guidance on talent acquisition strategies, trends, and processes.
  • Skill using word processing, spreadsheet and presentation software to create documents, reports and presentations.
  • Ability to supervise the work performance of staff, which includes scheduling and time and attendance functions, evaluating performance against goals, providing technical guidance and feedback, building effective work relationships, and establishing individual development plans.
  • Ability to conduct market research on talent acquisition trends and best practices to develop branding activities and build relationships with professional organizations.
  • Ability to develop and maintain cross-functional relationships to predict future talent needs and identify talent gaps.
  • Ability to utilize data analytics to determine demographics, cost to hire, time to hire, and return on investment (ROI) for new hires.
  • Ability to provide budget input for assigned program and projects, and monitor external contract and project expenditures.
